Both are ruled by the truth of Lord Shiva, Shiva is worshipped in both aspects in both planes of those regions by denizens and pious entities in truth with spirit,
By the grace of Shiva even denizens of Patala Lok may make it to have eternal access to the Brahma loke and untie their knots from that region,
Many times netizens of Palata Lok even attain to that reality which is not that easy for even mystic Yogis by the grace of Lord Shiva, Shiva is adored by all includings demons and the gods,
